Infraestructura en Argentina: ¿Cuáles son las oportunidades y perspectivas para 2018?

El recién lanzado Plan de Participación Público Privada y las oportunidades en infraestructura fueron los temas del club meeting con el Ministerio de Finanzas de Argentina realizado por GRI Club Infra Latin America el último 21 de noviembre.

Tomás Darmandrail, de la Subsecretaría de Participación Público Privada, asistió al encuentro con los miembros de GRI en Argentina para tratar de cuestiones reglamentarias, de estructuración, financiación y garantías para los actuales 60 proyectos de infraestructura que el gobierno argentino presenta al sector privado después de reglamentarse la ley 27.328, la Ley de PPP.

Con moderación de Adolfo Duranona (Baker McKenzie), los participantes debatieron sobre las distintas fuentes de financiación y reservas del Estado para llevar a cabo a los proyectos de infraestructura que están divididos en cuatro ejes: energía y minería; transporte, comunicaciones y tecnología; agua, saneamiento y vivienda; salud, justicia y educación. Los proyectos de la red de autopistas y rutas seguras, así como de líneas de transmisión, ferrocarriles, acueductos y plantas potabilizadoras fueron los de destaque en las discusiones.

Han participado del club meeting ejecutivos como Ricardo Alconada (Grupo OCSA), Jesko Hentschel (Banco Mundial - Argentina), Gonzalo Ranea (Distrocuyo), Detleft Dralle (HTB), Daniel Rodriguez (Banco Patagonia), Franco Gagliardo (Grupo Obring RJG), Victor Loureiro Araujo (Harsco Rail) Laura Ferrarini (Trenes Argentinos Infraestructura), Federico Lavalle (Suez), Rogério de Sá Fortes (Grupo CCR) y Aldemar Miranda (Tel3).

Además, Darmandrail destacó el avance de legislaciones provinciales que están adaptando sus regulaciones al modelo de la Ley de PPP federal, permitiendo que diversas provincias del país también creasen sus unidades de PPPs.

La ecuación económica-financiera de los contractos de PPP, la formación de consorcios, los beneficios a bienes y servicios nacionales y los mecanismos de soluciones de conflicto también fueron abordados de manera a tratar del tema de la seguridad al inversor.

En 2018, GRI tendrá una agenda muy activa con los principales players de infraestructura en Argentina para el desarrollo de sectores críticos como el de transporte logístico, energía y mercado de capitales, por medio de club meetings en Buenos Aires para el diálogo transparente y de la conección directa de estos altos ejecutivos, inversores y del sector público.
