India Infrastructure Regulatory Environment Club Meeting

GRI Infrastructure India Club members and guests gathered for the second club meeting in Mumbai on December 6. Participants shared insights into the India’s regulatory environment for key infrastructure sectors ie. power, renewables, airports, ports, roads and railways.

Member discussion raised some provocative points around strategies to address the lack of necessary development in sectors such as roads, airports and renewables; it was agreed these have seen improvements in the past 5 years but much more is needed. The rail sector also requires a new and safe institutional framework to attract further private investment.

A number of participants generated debate around potential incentives for private banks become more active in the infrastructure sector and for this sector to attract greater institutional investment.

Dispute mechanism systems in place for transportation and power concessions as well as for PPPs was another hot topic for discussion, as these will help resolve problems that these sectors are facing.

In recognition of the fruitful discussion, GRI and its knowledge partner, McKinsey, are developing a White Paper in relation to the discussion and its conclusions.

Biography:

Chin Hau joined the GIC Infrastructure Group in 2008 and currently has lead coverage responsibility for the Emerging Markets. Prior to joining GIC, Chin Hau was an Investment Manager at Pulsar Energy Capital where he invested in projects across the energy sector in Europe and the Americas. Before Pulsar, Chin Hau was a member of the Infrastructure advisory team at Credit Suisse covering a range of projects in transport, logistics and aerospace. He began his career at Singapore Power where he managed natural gas pipeline projects. Chin Hau has a MEng degree from Imperial College London and an MBA from the University of Chicago.

Mr. Grandhi is the Corporate Chairman of GMR Group overseeing Group Finance , Corporate Strategy and Commercial Property Development. He is also Member of the Group Holding Board, GMR Group. Prior he was Chairman – Airport and Chairman – Urban Infrastructure & Highways (UI&H). Under his leadership, GMR Airports became world’s 4th largest private company in the sector. He led the GMR Group’s successful bids for Hyderabad, Delhi, Istanbul, Male Airports as well as the construction for completion of Terminal 3 of Delhi Airport in a record time. Mr. Grandhi was instrumental in winning several successful infrastructure bids under PPP route with the Central and State Governments. He is a member of the Investment Committee and represents the Funds on various Portfolio Companies Boards. As a part of the leadership team, his current specific responsibilities include fund raising, origination, evaluation and capital deployment across infrastructure sectors along with managing the portfolio and creating exits. He has over 20 years of experience across banking and financial services. Previously, Mr. Aggarwal was with IDFC as a senior member of the project finance team. Mr Krishna Kumar has over 25 years’ experience in the financial services and infrastructure business. His focus is in private equity, project finance and financial structuring. He has led and advised marquee infrastructure transactions including Gujarat Pipavav Port, IL&FS Transportation, Ramky Enviro Engineers and Maharashtra Natural Gas. He joined the IL&FS Group in 1995 and is one of the founding members of the IL&FS Private Equity practice.
